The aging airframe of the Ju 87 was given a new role as an anti-tank aircraft with the introduction of the G variant. This version marked the last operational iteration of the Stuka and was utilized on the Eastern Front. Following the shift in German military fortunes after 1943 and the emergence of a significant number of heavily armored Soviet tanks, Junkers was prompted to modify the existing design to counter this pressing threat. While the Hs 129B had already established itself as an effective ground attack aircraft, its extensive fuel tanks made it susceptible to enemy fire. In response, the RLM (Reichsluftfahrtministerium) stated that "a replacement for the Hs 129 type must take place as soon as possible."

Recognizing the urgency of addressing the Soviet tanks as primary targets, development of a successor to the Ju 87D commenced in November 1942. On November 3, Erhard Milch initiated a discussion on the potential for either replacing or completely redesigning the Ju 87. Ultimately, the decision was made to maintain the original design while upgrading certain components. Notably, the aircraft would be equipped with a Jumo 211J engine and feature two 30 mm (1.18 in) cannons. Additionally, this new variant was intended to carry a bomb load of up to 1,000 kg (2,200 lb) in free-fall ordnance.

To enhance the aircraft's survivability during low-level attacks, the design incorporated armored protection inspired by the Ilyushin Il-2 Sturmovik, ensuring that the crew would be shielded from ground fire during operations.
